I have a feeling the answer will be NO but here is the question:
I didn't pay any state income tax on retirement money I got in 2020. I guess I could use the sales tax option as a deduction for 2020 BUT if I do this, will I also be able to deduct the 2020 state income tax I am going to have to pay from my federal 2021 returns? If NO, then I should not use the sales tax option in 2020 ?

State income taxes paid in 2021 cannot be deducted on the 2020 tax return. They can be deducted on the 2021 federal tax return that is filed next year.
The sales tax deduction can be used on the 2020 federal tax return and on the 2021 tax return.
The state income tax deduction and the sales tax deduction is not an either one or the other, both can be deducted on the same tax return.
In each tax year.....You can use sales tax OR other state and local taxes paid up to the SALT limit of $10,000. And....for most people, it is really hard to get up to the amount necessary to use itemized deductions so your sales tax might not even make a difference.
STANDARD DEDUCTION
Many taxpayers are surprised because their itemized deductions are not having the same effect as they did on past tax returns. The new higher standard deduction and the elimination of certain deductions, as well as the cap on state and local taxes have had a major impact since the new tax laws went into effect beginning with 2018 returns.
Your itemized deductions have to be more than your standard deduction before you will see a change in your tax owed or tax refund. The deductions you enter do not necessarily count “dollar for dollar;” many of them are subject to meeting tough thresholds—medical expenses, for example, must meet a threshold that is pretty hard to reach. (Only the amount that is MORE than 7.5% of your AGI counts) The software program uses all the IRS rules that apply to the expenses you enter, and it tells you if you have enough to use your itemized deductions or if using the standard deduction is more advantageous for you. Under the new tax laws, some deductions have been capped—there is a $10,000 limit to the itemized deductions for state, local, property and sales taxes.
Your standard deduction lowers your taxable income. It is not a refund. You will see your standard or itemized deduction amount on line 12 of your 2020 Form 1040.
2020 Standard Deduction Amounts
Single $12,400 (+ $1650 65 or older)
Married Filing Separate $12,400 (+ $1300 if 65 or older)
Married Filing Jointly $24,800 (+ $1300 for each spouse 65 or older)
Head of Household $18,650 (+ $1650 for 65 or older)
I am confused. Turbotax Help states " You have the option of claiming either general state and local sales taxes or state and local income taxes as an itemized deduction to reduce your tax bill." So TurboTax is stating that it is an "either or situation."
So if I have not paid state income tax in a state that has an income tax and instead I use the sales tax deduction, can I deduct the state income tax I will owe for 2020 on my 2021 return?

@poinsot Each tax year is separate. Using sales tax as a deduction on your 2020 return does not preclude you from using tax paid in 2021 as a deduction when you file your 2021 tax return next year.
