No.   Casualty losses were eliminated as a federal deduction after 2017, except for losses sustained in a federal disaster area.

If your vehicle is used for business, and you use the actual method (as opposed to the standard mileage rate) to calculate your vehicle expenses, you can include your insurance deductible when determining your deductible automobile expenses.   Otherwise, as xmasbaby0 said, it's not deductible.
