I work as a merchandiser. 100% of my work is done on my phone, at different store locations. I don't get a company phone. Can I deduct the cost i paid for the phones?

Or possibly even the miles I've put on my car driving all over the metroplex for the year?

It depends.  If you are considered an employee and receive a W-2, then no.  This would be considered a job related expense which is not deductible under current tax law.

If you are an independent contractor, then yes.  This would be a business related expense and would be deductible on your Schedule C .  You will be able to deduct your mileage for business and your business use portion of your phone.  Meaning, if you use your phone for both business and personal, you can only deduct the business portion of your phone.  So if you use your phone 100 minutes and 60 minutes is on social media scrolling or other websites scrolling for personal entertainment and 40 minutes is for business, you can only deduct 40% of your phone bill.
