The IRS will not send any refund due to a foreign bank account. Period. Additionally, if you will be using TurboTax to file the 2019 return, they will not accept payment by credit card unless the card is issued by a US banking facility, is in US currency, and has a US address and phone number tied to/associated with the card.
I would suggest you purchase a pre-paid VISA before departing the U.S. Then register that card online with a valid U.S. billing address and US phone number. Write down your registration information too, because you will need it when you go to pay your TTX fees with that card. Also make sure that if there is an expiration date on the pre-paid VISA, that it gives you sufficient time to actually use it, before you lose it.
For your refund, the IRS will send a paper check (if you elect that option) to your mailing address in Russia. Cashing it will be your problem. I would suggest you open a joint bank account in the U.S. with your friend in the US, and if any refund is due the IRS can and will do a direct deposit to that account, so long as your name is on the account. Then your friend can either wire the refund to you or withdraw the funds and send them to you by some other means as you may desire.

Can you suggest one more thing. Can I use the joint bank account in the U.S. (with your friend in the US) to pay TTX fees also? So I don't need to purchase a pre-paid VISA because joint bank account will work for me in both cases (both pay tax and get refund). If I understand correct, in this case I should use my friend's billing address and US phone number to pay taxes.

As I understand it, when using the online version of TTX the only way to pay your TTX fees is either from your refund, or using a credit/debit card. That's pretty much it.
For you, if you elect to pay from your refund, then your refund will be sent by the IRS to a third party first. That would be Santa Barbara Tax Products Groups (<a rel="nofollow" target="_blank" href="http://www.sbtpg.com">www.sbtpg.com</a>). They take out the TTX fees, along with their fees, and then send the remainder to you. So if you've elected direct deposit to your U.S. bank account, that would work just fine. But of course, that's only if you actually have enough of a refund to pay all the fees with. Since you will not be in the U.S. at tax filing time, I do *NOT* recommend you pay fees from your refund. If things go wrong and you don't get the remainder of your refund after fees are taken out (for any reason) then you'll play hell trying to deal with it from another country.
Basically, you should elect to pay all your TTX fees up front with a card. That's why I suggest the prepaid VISA. While back in your home country, if you have access to a US embassy or consulate office, be aware that all US embassies and most consulate offices do have a US bank in them where you can purchase a prepaid VISA at the time you need it, so you only pay for the amount you actually need at the time.
Now if you find out what bank is in the US embassy in your home country, you can open an account with that bank now, before you actually leave the US. Then have your refund deposited to that account. Once deposited, you can visit your local embassy with that same bank in it, and withdraw/exchange/convert your money right there.

Don't close your US bank account.  You should be able to find either an account at your regular bank, or an online account, that has low or no fees, and allows foreign transactions.  Keep a couple hundred US$$ there for issues such as this, and if you get a large deposit (such as a tax refund), write yourself a check and deposit it in your foreign account or do a wire transfer.

As long as you are a US citizen, or a non-citizen with any US connection at all, it will be helpful to have a US bank account, and maybe a no-fee US credit card.

If you deposit a tax refund in someone else's account, it may be rejected by the bank.  If accepted, and the person decides not to give you the money, there won't be a darn thing the IRS or the bank will do for you, since they followed your instructions.  If rejected, the IRS will mail a paper check to the address on the tax return.  You should be able to deposit US funds into a foreign bank account although it may take longer to clear.

If you will be filing US tax return in future years, you may find it useful to have a US person buy you a CD of Turbotax and mail it to you overseas.  Turbotax does not accept foreign payments for TT online or for CD/download purchases, and Amazon does not sell TT overseas (it may have encryption that puts it on the no-export list).  So a US person can help you buy TT to install on your computer, I just would not use a US person to accept your refund.
