Don't close your US bank account. You should be able to find either an account at your regular bank, or an online account, that has low or no fees, and allows foreign transactions. Keep a couple hundred US$$ there for issues such as this, and if you get a large deposit (such as a tax refund), write yourself a check and deposit it in your foreign account or do a wire transfer.
As long as you are a US citizen, or a non-citizen with any US connection at all, it will be helpful to have a US bank account, and maybe a no-fee US credit card.
If you deposit a tax refund in someone else's account, it may be rejected by the bank. If accepted, and the person decides not to give you the money, there won't be a darn thing the IRS or the bank will do for you, since they followed your instructions. If rejected, the IRS will mail a paper check to the address on the tax return. You should be able to deposit US funds into a foreign bank account although it may take longer to clear.
If you will be filing US tax return in future years, you may find it useful to have a US person buy you a CD of Turbotax and mail it to you overseas. Turbotax does not accept foreign payments for TT online or for CD/download purchases, and Amazon does not sell TT overseas (it may have encryption that puts it on the no-export list). So a US person can help you buy TT to install on your computer, I just would not use a US person to accept your refund.
