The IRS will not send any refund due to a foreign bank account. Period. Additionally, if you will be using TurboTax to file the 2019 return, they will not accept payment by credit card unless the card is issued by a US banking facility, is in US currency, and has a US address and phone number tied to/associated with the card.
I would suggest you purchase a pre-paid VISA before departing the U.S. Then register that card online with a valid U.S. billing address and US phone number. Write down your registration information too, because you will need it when you go to pay your TTX fees with that card. Also make sure that if there is an expiration date on the pre-paid VISA, that it gives you sufficient time to actually use it, before you lose it.
For your refund, the IRS will send a paper check (if you elect that option) to your mailing address in Russia. Cashing it will be your problem. I would suggest you open a joint bank account in the U.S. with your friend in the US, and if any refund is due the IRS can and will do a direct deposit to that account, so long as your name is on the account. Then your friend can either wire the refund to you or withdraw the funds and send them to you by some other means as you may desire.
