what is the issue that prevents you from filing the form and I assume you are really referring to that form and not form 8962?  if you mean form 8962 what's the issue with that form?

If your Earned Income Credit (EIC) was disallowed or reduced for something  other than a math or clerical error, you may need to file Form 8862 before the IRS allows you to use the credit again. Here's how to file Form 8862 in TurboTax.    @Bigal12 - instructions below.  

1. Sign in to TurboTax and continue to open your return.
2. In the search box, search for 8862 and then select the Jump to link at the top of the search results.
3. You'll come to the Earned Income Credit section. Select Continue.
4. Answer the questions and eventually you'll be asked Do any of these uncommon situations apply? Check the box that says, I/we got a letter/notice from the IRS telling me/us to fill out an 8862 form to claim the Earned Income Credit.
5. Select Continue and then Done.
6. On the Since you got an IRS notice, we need to check on a few things screen, select the radio button next to No, none of these apply and I need to fill out the 8862 form.
7. Select Continue.
8. Answer the remaining questions.

yes i am refering to 8862 form. i filed and send in my tax  return and it got rejected. it says i need to file a 8862 form but it will no longer let me edit...

Need you to clarify a few items.  Did you attempt to efile your return?  Or did you print and mail a paper copy to the IRS?  If you attempted to efile your return and received a rejection notice, you should be able to go back into your return and using the search bar, (upper right of screen) enter Form 8862.  The jump-to link will take you to the relevant screen where you can begin to enter your information.  

What are you seeing on your screen that prevents you from editing your information?

If you are using the TurboTax online editions -

Click on Federal on the left side of the online program screen

Click on Deductions & Credits

Scroll down to You and Your Family

On Earned Income Credit (EIC), click on start
