If your local tax is 2% and only 1% is withheld that would mean you will owe the difference ... ask the employer to increase the local taxes being withheld.
I just checked my local elections and seen oddly enough since when I started in 2019 they have my home elections still set to my local school district in which I just moved back too. When I moved, it looks like they never changed that. My work elections matches the city I work in. Hopefully the withholdings will be enough to balance out.
What state are you in? What city and/or school district do you live in? What city do you work in?
If Ohio, city income tax (CIT) and school district income tax (SDIT) are two different things. Your employer must withhold for the city you work in (there is no "election" for that). Your employer may or may not withhold for the city and/or SD your live in. You'll have to ask them if they will do that. You do not have to pay SDIT to a SD you work in (but do not live in).
If SDIT was withheld while you did not live in that SD, you'll have to claim a refund when you file the SDIT return. You'll indicate that you were a part year resident of the SD.
I moved to Colerain Township in October of 2019 from Hamilton and back to Hamilton November 2021. I’ve filed city taxes with Hamilton since the age of 16 through the year I left(2019). I didn’t file any city taxes for the 2020 tax year since I lived in township though my work city tax was still withheld. I’m not sure how my 2021 city taxes are going to work.

That is correct. You are only required to file a city return in the city you live in, if that city has an income tax.
You are not required to file in the city you work in, unless they failed to withhold the proper amount. Your employer is responsible for withholding the correct amount and remitting the tax to the work city.
Q. How will my 2021 city taxes work?
A. You will file a Hamilton city tax return, indicating that your were a part year resident. You will only pay tax on the wages you received while you were a Hamilton resident. Hamilton allows a credit (up to 2%) for tax paid (on the same income) to the work location city. Even if you owe Hamilton nothing, you are still required to file a Hamilton return.
Q. I moved to a city with 2% income tax. My job collects 1% (apparently for the work city). Do I file with the new city and will I owe?
A. Yes, you file and you will owe. Hamilton allows a credit for the 1% paid to the work city, but you will owe the other 1%. Going forward, ask your employer if they able to withhold for Hamilton (another 1%, not the full 2%), as well as the work city. You may have to make estimated payments to Hamilton.
Hamilton is a CCA (Central Collection Agency) member, so TurboTax can prepare a city return. It has to be mailed. It cannot be e-filed.
