I'm working on the page about being medically uninsured. What does it mean to be a resident of a foreign country? I believe I was but I'm not sure what the definition is

That is not a question asked on a Federal Tax Return. Are you entering a state tax return, if so which state?

The IRS can help with resident or not for tax purposes with Determining an Individual's Tax Residency Status.
