The IRS can offset your stimulus check for past due child support. However if the amount of child support is less than the stimulus check, you will receive the balance.

They can only offset if the state has an order in place- you can call the state child support department to be sure. (But note that there may be limited phone services available).
Curious, so will the person who has been awarded the child support receive the payment?
Will they send them the money? Do you know how that will work?
Each state has its own rules and procedures, so it really depends but generally, any amounts collected for back child support are credited to the custodial account.
