Could you clarify where you are trying to enter the additional property taxes? On schedule A (to itemize) or, maybe Schedule F (rental properties).
FWIW: very few people can itemize now (since 2018 tax law boosted the standard deduction($12,550 if single, $25,100 for married under 65yrs). If you used TT last year, look carefully to see if you really itemized or took the standard deduction. If you took the standard deduction last year, its likely that you won't be able to itemize this year (unless you've had some big changes in your situation - big changes like: you donated a large amount of money to recognized charities, you bought a crazy expensive house at the beginning of the year, paid a jillion points for a lower interest rate, bought lots of properties on which you are paying taxes, or had your house re-assessed at a huge tax increase.
TT has a way of leading folks down the path like they might itemize and then saying "better to use the standard deduction". So look at the number outside of TT and decide if you are really close, then do the work..

The first two are greyed out. I had the same issue last year and they gave me a work around that worked. If the properties had a mortgage I could add them.
