How would I turned in my amended return if I am completely unable to print it out?

If you efiled the original return then you could wait until  TT has the efile tool working for the amended return since the IRS is now accepting them that way ... don't know how long it will be until TT has it up and running ... could be a few days or weeks.   

If you need/want to file it now ( be aware mailed in amended returns are taking 6 months or more to process) you will need to figure something out.  Save the PDF to a thumb drive and see if a friend or family member can help or places like Office Depot can print things.

E-filing for 2019 amended returns will be available sometime soon.  The IRS recently began to accept e-filed amended 2019  (ONLY 2019--no other years) returns. But the TurboTax software for e-filing a 1040X is not yet ready.  Check back periodically to see when it has become available, so that you can e-file your 1040X.

If you amended an earlier year's return, unfortunately, printing and mailing it is still the only way to file it.
