How do you enter "tax-exempt" in the EIN box for the child and dependent care expenses. In my review it shows that it must be filled out.

but there is no way to write in "tax-exempt"

You need to enter the EIN or ssn and name of the person providing the child care.

Even a tax exempt business has an EIN.  Without it you will have to mail in the return.
