I sold a primary residence and bought a primary residence in 2015 (i.e. moved). Neither 1098 lists property taxes, but my closing documents do...taxes paid as part of closing. Do I decuct these in the same way I would if included on a 1098 and do I send anything to the IRS since the values aren't on my 1098s?

You would enter the real estate taxes from your closing statement in the same section as real estate taxes received on Form 1098 Mortgage Statement. See the information below.

Real estate tax is deductible in the year you paid it – not necessarily the year the payment is for. So if you pre-paid your 2016 real estate taxes in 2015, deduct them on your 2015 tax return.
