I think that is just an itemized deduction not a credit. You enter it on the federal side.

Car Registration Fees
The vehicle license fee is entered as registration fees for your vehicle, on your Schedule A of Form 1040. It isn't entered as an adjustment on your CA tax return. You can only deduct the part of your registration fee that is based on the vehicle's value that is assessed yearly.
