Earned Income Tax Credit Qualifications

I filed as a single US Citizen over 25 with no children, investment income or foreign income. My income totals to $23,313 and adjustments to $2,974 equaling an adjusted gross income of $20,339, which is below the maximum AGI of $21,430 to qualify for the EITC as a single with no dependents according to IRS documentation (Earned Income and Earned Income Tax Credit (EITC) Tables | Internal Revenue Service (irs.gov)). However, both the IRS EITC Assistant Tool and TurboTax state that I do not qualify. Is anyone able to provide clarification on this for me?

Thank you!
