Repairs are generally expensed while improvements are capitalized.
However, an election can be made to add the cost of repairs to your basis.
If you add a depreciable asset on the depreciation worksheet then that has it's own basis which technically increases the overall basis even if you use the special depreciation option if allowed.

No. Repairs are an expense reported on line 14 of the SCH E. It has absolutely no effect on basis of any asset. Do not confuse/mix repairs with property improvements. They are two totally separate things.
What about special depreciation does that decrease basis?
Any type of depreciation on an asset, decreases the basis of that asset.
