Do I file irs form 3520 if amount I will be recieving(gift) from a foreign person is less than $100,000? How do i file this and how do i get proof the IRS got the form?

If the gift received is less than $100,000 from a foreign individual you are not required to file an IRS Form 3520

As DoninGa indicated, you are not required to file the Form 3520 if the gift is less than $100k.
