Do health insurance premiums deducted from pension payments qualify as a medical expense deduction on Schedule A?

Payments are not "out of pocket" but are deducted from monthly pension payments. They are not pre-tax.

Yes. If they are not pre-tax then they count as insurance premiums paid by you.
