Can you claim this credit if I paid for care outside the US?

Yes, the dependent care credit can be claimed if the care received was paid to someone in a foreign location.

Can they e-file though?  Previously, you could not e-file without an SSN or EIN.  You had to file by mail, and attach a written statement explaining why you did not include an SSN.
