On last year's return I owed money to my state.  Does this info go under Other Income Taxes Paid in 2020?

Yes.  There will be a line specifically for balance due on your 2019 state return paid in 2020.

In TurboTax (TT), enter at:

Federal Taxes Tab (Personal for H&B version)

Deductions & Credits

-Scroll down to:

--Estimates & other taxes paid

   -Other Income taxes

 On the next screen

     -Other income taxes paid in 2020

       -balance due on your 2019 state taxes paid in 2020

You will not get any benefit, from this, unless you itemize deductions.  It's also part of the $10,000 SALT deduction limit.
