I qualify on all counts for child tax credit, low income, court app. guardian, child lived with me 12 months, child has valid SS number, no disqualifying situations.
Turbo tax says I do not qualify.

For tax year 2022 you must have at least $2,500 of earned income from work to be eligible for the child tax credit on your federal tax return.
Have you entered any type of earned income?
Under relationship, answer "My Child", even if the child is not related to you. Note the wording there: "includes adopted or foster child".
" Court app. guardian" makes the child your foster child.
You mentioned "low income" but did not mention the source of the income. The tax law changed from 2021 to 2022 for the child tax credit---in order to get any of the refundable additional child tax credit for a 2022 tax return you must have income from working. For 2021, you could have income from Social Security or retirement, etc., and receive the child tax credit, but now it must be earned from working.
And you didn't say their age.
