The tax law changed from 2021 to 2022 for the child tax credit---in order to get any of the refundable additional child tax credit for a 2022 tax return you must have income from working. For 2021, you could have income from Social Security or retirement, etc., and receive the child tax credit, but now it must be earned from working.
