An EIN is not required at all ... simply choose the option to enter the info yourself ... skip the import ...

Can Payer's TIN be blank ( or 00-0000000) for Foreign interest income being reported in 1099-INT section ?

Even after typing the info myself, in the next screen it shows the field Federal Identification Number (FEIN). I can enter a value as 00-0000000 there but when I go in the Final review, it prompts again to correct this. At this point, should I just ignore this and go ahead with the filing ?

There is no feature I guess to denote the account I am entering in 1099-INT as a foreign account hence it doesn't recognize.
