Can my husband file for a National Convention that was made mandatory for him to attend? He has travel, lodging and food.

He was not reimbursed.

if he is a W-2 employee then, no, he cannot deduct anything job-related on your federal tax return.  The new tax law took away job-related expenses for W-2 employees on federal returns.
