Vehicle registration fees must be based on the market value of the vehicle, and not on some other measure, in order for them to be tax-deductible. This is not true in Kansas, so a Kansas registration fee is not deductible, either in whole or in part.
However, a separate vehicle property tax fee can be deductible, if based on market value, so to the extent that this is true in Kansas (and Kansas does in fact charge such a tax), then the personal property taxes portion of your annual vehicle ownership costs are tax-deductible.
