For your own home? No. Home improvements to your own home are not deductible. Save your records for someday when you sell the house. They can add to your cost basis.
It depends. If this is for a business or rental property, then it could be considered a business expense. The new black and the fence would be depreciated over 15 years as land improvements.
If this is for your personal home, then it is not deductible. It is just added to your cost basis for when you sell your home. It will then reduce your profit on your home.
