No, those expenses are not deductible.  Educational expenses required to meet the minimum industry/regulatory standard are not deductible.

Once you have met the minimum educational requirements that were in effect at the time you are hired, you don't have to meet any new minimum educational requirements. This means that if the minimum requirements change after you were hired, any education you need to meet the new requirements can be qualifying education.
