I did not receive a 1098 from HUD

Yes, you can if the contract was issued after 2006. Upfront MIP must be spread over 84 months or over the life of the loan, whichever is less. Here's data entry:

Federal Taxes
Deductions & Credits
Your Home
Mortgage Interest, Refinancing and Insurance - check the box that you have not received 1098 and continue through the interview.
