Can EMPLOYEES deduct contributions to a defined benefits plan and where in TurboTax would I list it?
Yes, I'm a government employee but the plan administrator wouldn't tell me if contributions were deductible or not because it's against their policy.

Those are usually taken out of your pay pretax and have already been deducted from the wages in box 1. And you can't deduct them again. Or if they are not pretax deductions the plan keeps track of them for you and when you take a distribution or get the pension part of it will come out tax free. You can only deduct contributions to IRA plans you make outside of work.
