If you qualify for the child tax credit, why is it not reflected in your total refund, if your income is under the $200,000, not even close, if your income is below $100,000?

The child tax credit would be subtracted from your income tax to determine your tax due or refund. As such, your refund would not necessarily include the amount of your credit in it. For instance, if your tax was $2,000 and your child tax credit was $2,000, your refund would be the difference, $0. It would not be $2,000.
You child tax credit would be reflected on line 19 and/or line 28 of your Form 1040.
To view your form 1040 and schedule 1 to 3:
First the $2000 child tax credit is applied to your tax liability. You will see it on line 19. If your liability is down to zero, then whatever is left of the $2000 can become the refundable additional child tax credit----of up to $1700 per child---that ends up on line 28. The amount on line 28 is added to your refund.
