You may be eligible for an energy saving tax credit for the installation

Qualifying improvements for the Non-business Energy Property Credit had to be installed in your main home and your main home must have been located in the United States. Energy-efficient improvements made to second homes or vacation homes do not qualify.

If I could not deduct this on 2018 taxes, can I enter for 2019?
If you reported it in 2018 and you could not take the deduction (see below), you may be able to carry it over to the following year (2019). Did you report it on your 2018 tax return? If you did and a carryover was generated, then yes, you can use the carryover amount on your 2019 return. If you did not report in the year you made the expenditure (2018), then you would need to file an amended 2018 tax return to claim the credit or carryover for the following year.

There’s no carryover for this credit. The carryover would be for energy efficient alternative energy sources, such as solar power, geothermal, or wind. The credit for installing energy efficient windows does not carry over.
The credit for energy efficient windows was reinstated late in 2019 retroactive for 2018. A credit for windows installed in 2018 would have to be claimed by filing an amended 2018 tax return. The amount of the credit is 10% of the price of the windows, not including installation, and only if they meet Energy Star version 6.0 or higher certification. The maximum lifetime credit for all such improvements is $500 and the maximum lifetime credit for windows is $200, so if you ever took the credit in the past, your credit now might be limited.
