Yes, the payments are deductible under medical expenses. However, it depends on what that amount includes and why an individual is in catered living. You can include the cost of medical care and nursing care, cost of meals and lodging in the catered living if the primary reason for being there is to get medical care.
If the reason for being is personal, do not include the cost of meals and lodging, just the cost of medical and nursing care.

what do you mean when you say "personal reasons"? the person is in assisted living because she needs assistance with medical care and is in a wheelchair and needs assistance getting in and out of chair, taken to meals, prescriptions are given and brought to her and needs assistance with bathroom and showering. So would the entire cost of the assisted living facility be deductible?
The easiest way to say it is that there are two levels of care. There is ASSISTED LIVING where the people are alert and able to perform most normal activities. Thera are also NURSING HOMES for people that require more extensive care.
