Daugher is out-of-state full-time student in RI and she has earned income. Claimed dependent on our taxes in CA. Does she file as resident of RI and non-resident of CA?

Based on what Turbo Tax has determined, she said she is considered CA Non-Resident becuase she didn't spend enough days in the state during 2018. She interned from the school part-time and worked partime off campus. She was away from home for 183 days. From what I've read on out-of-state college student, despite how many days they are away from home, she is still considered resident of CA and would file nonresident with the state of Rhode Island, right? We also claimed her as dependent on our taxes in CA as we support over half of her expenses. Does she file as CA resident and nonresident of RI for her 2018 tax returns?

Yes, you are correct.  Your daughter should file as a resident of California and a non-resident of Rhode Island since she is only in RI to attend college.
