Line 11 of Form 1 is for "Other Subtractions" like Medical Expenses, Tuition and Education, Long Term Care, etc. These all reduce your Wisconsin income.
As recommended by @SteamTrain the codes begin on Page 18 of the PDF linked to.
It appears to me that a calculation has been left out of TurboTax Free Version. The issue is with the Wisconsin Form 1 Line 11. The calculation I feel that is left out can be seen in the Wisconsin 2019 Form 1 instructions. https://www.revenue.wi.gov/TaxForms2017through2019/2019-Form1-Inst.pdf
Page 19 of the instructions provides a "Medical Care Insurance - Worksheet 2 - Others" which in my case shows that I will have $62 as a subtraction for Line 11 Form 1. According to the instructions it will have a code (1) "Medical Care Insurance". Would the TurboTax staff please re review the calculation to ensure customers are not paying more in taxes than they should. Thank you.
I forgot to mention that Form 1 line 11 does not have an amount show for the medical code 1. Appears that if TubboTax has a calculation behind the scenes, it is not being transferred to Form 1 line 11 for the subtraction.
Yes, you are correct, it is not showing on Line 11. However, it is being included in calculations. Please see Worksheets 1 and 2 beginning on page 19 of the 2019 Wisconsin Form 1 Instructions. There is a ratio calculation involved that limits line 11.
Keep in mind that only after tax premiums should be included in this calculation. 2019 Wisconsin Form 1 Instructions, page 18:
"It does not include premiums for:
• Long-term care insurance
• Life insurance policies
• Policies providing payment for loss of earnings
• Policies for loss of life, limb, sight, etc.
• Policies that pay you a guaranteed amount each week for a stated number of weeks if you are hospitalized for sickness or injury
• The part of your car insurance premiums that provides medical insurance coverage for all persons injured in or by your car
• Medical care insurance if you elected to pay these premiums with tax-free distributions from a retirement plan (in this case, the premiums would have been paid directly to the insurance provider by the retirement plan)
The following amounts may not be included in the subtraction for medical care insurance:
• Insurance premiums paid by an employer, including amounts paid by you through payroll deductions, unless the premiums are included as wages in box 1 of your Form W-2
• The amount of employer-provided medical insurance that is identified on your W-2 in Box 12 with Code DD
• Medical care insurance premiums that are deducted pre-tax."
