Why is the full amount entered into 2023 local taxes paid in 2024 for Portland Metro SHS not being applied to line 5 of the Oregon State Schedule OR-A itemized deduction?

When I enter an amount into 2023 local taxes paid in 2024 for Portland Metro Supportive Housing Services, the amount that gets applied to line 5 of Schedule OR-A is always $275 less then what was entered into 2023 local taxes paid in 2024. For instance, if I enter $1000 into 2023 local taxes paid in 2024 for Portland Metro Supportive Housing Services the amount that gets applied to line 5 of Schedule OR-A is $725. I expect the full amount ($1000) to get applied to line 5. I'm not at the $10000 itemized deduction limit for a married couple and I'm not claiming any credits for income tax paid in another state.

In a test return completed, the amount entered for 2023 local taxes paid in 2024 transferred correctly (and in full) to the OR-A. 

 

Therefore, I would like to take a deeper look at this. However, I need a diagnostic file which is a copy of your tax return that has all of your personal information removed. You can send one to us by following the directions below:

 

TurboTax Online:

  1. Sign into your online account.
  2. Locate the Tax Tools on the left-hand side of the screen.
  3. A drop-down will appear. Select Tools
  4. On the pop-up screen, click on “Share my file with agent.”
  5. This will generate a message that a diagnostic file gets sanitized and transmitted to us.
  6. Please provide the Token Number that was generated in the response.

TurboTax Desktop/Download Versions:

  1. Open your return.
  2. Click the Online tab in the black bar across the top of TurboTax and select “Send Tax File to Agent” *
  3. This will generate a message that a diagnostic copy will be created.  Click on OK and the tax file will be sanitized and transmitted to us.
  4. Please provide the Token Number (including the dash) that was generated in the response.

*(If using a MAC, go to the menu at the top of the screen, select Help, then, “Send Tax File to Agent”)

Thank you for looking into this.  To get around this tool issue, I will just increase the amount I enter into the 2023 local taxes paid in 2024 for Portland Metro SHS so the correct values shows on line 5 of for Schedule OR-A.
