Why is Oregon taxing my California unemployment?

I'm working on my state taxes and my Oregon taxes are saying all of my income is "taxable income." Most of my income from 2021 was unemployment from California. Why is this happening when Oregon isn't supposed to tax unemployment? Why is this happening when the income is from a different state? This is crazy - Oregon is saying I owe thousands in taxes.

Why is Oregon taxing my California unemployment?

Any unemployment benefits you receive are fully taxable if you are required to file a tax return.

State of Oregon 

  Although unemployment insurance income may come from another state, it is only taxable to the state you were living in at the time you received it.

Ah, OK. Thanks. I found multiple references online stating "Oregon does not tax unemployment wages. Of the 41 states that tax wage income, 5 states completely exempt unemployment benefits from tax (California, New Jersey, Oregon, Pennsylvania, and Virginia)." But am now seeing 1 of those was dated 2019; so I'm guessing the tax law changed since then! Thanks again.
