What explanation is in TurboTax? You may have a form that is required for your tax filing that is not yet available.

Federal and state governments often are "late" releasing official forms. TurboTax is very diligent to make sure the forms are final before submitting your tax returns. This is for your ultimate benefit. 

If the system is still not allowing you to e-file and the list below shows all forms are available, then that could be a separate issue. 

Michigan Forms Availability

If all forms on your return are marked available but there are still issues, then I recommend

• Clearing your cache and cookies (the link describes the specific steps for different browsers)
  • Sign out of TurboTax
  • In general, hold down Ctrl+Shift+Del. Under the Basic tab, clear data for at least 24 hours, but preferably 7 days
  • Close your browser window
  • Re-open TurboTax, preferably in Chrome
