My in progress MD Refund is showing as $0 when actually a refund is due and the MD tax summary in TT shows a refund is due with the tax payments and credits being greater than tax liability. TT live agent couldn't figure it out. Federal refund in progress is showing correctly.

It depends if there are any other circumstances that were entered, such as applying the refund to the next tax year.
To confirm the refund and identify the refund treatment, I recommend checking the actual State of Maryland tax return, Form 502, page 3 and 4.
To see this in TurboTax, follow these steps:
If the refund was applied to next year's estimates:
This would have been done in the final review of your state return. To return there, open the state return and scroll down to Other Situations. It will be under Estimated Tax Payments for Next Year.
If this is the explanation, you may be able to adjust it after Maryland accepts the return. You will need to contact them and explain that you want your applied refund transferred back to the current tax year.

Thanks. Actually a second Live agent figured it out. The top line of the online Premier screen, where it shows the return in progress, was showing zero refund because the box was checked to apply the refund to next year's Q1 estimated payment. I personally consider that to be a design flaw because there is still a State tax refund; one's choice to apply the current year tax overpayment to the next year's estimate does not alter the fact that it's a refund. So that's what was confusing me and another Live agent and will certainly confuse others. But the fix is easy if you have the same issue. Just uncheck the box that is applying the refund to next year's estimate and you will see the State refund amount in green on the top line.
