Why did I get two W-2 forms with different control numbers, with one (mostly blanks) showing local income taxes paid in a county where I've not lived/worked in 1.5 years?

I transferred to a new location with the same company 1.5 years ago and this did not happen last year, when I received only one W-2 and had no issues.
