Where is the question that will allow me to enter an income tax credit to generate the 1299-C, specifically an angel investor tax credit?
The question comes up on the screen, Take a look at Illinois credits and taxes.
Scroll down to the second section, Business and investment credits.
You will find Angel investment about 2/3 of the way down that section.
Select Start to the right. You will get the question and be able to enter your tax credit on the next screen.
This answer doesn't work for me; I don't have the option to view Business and Investment Credits, just Personal, Home and Family Credits and Taxes. I even upgraded to the self-employed version of Turbotax to see if it was there.

The 1299C form is generated in your Illinois Income Tax return if you claim certain credits or subtractions in your Illinois return. As you navigate through your Illinois state return you will arrive at a page that says Take a look at Illinois Credits and Taxes:
So it sounds like if I have one of the 25 other types of tax credits other than the ones you mention (listed here https://www2.illinois.gov/rev/forms/incometax/Documents/currentyear/individual/IL-1040-Schedule-1299... on page three), TurboTax is not an option for me. Can you please confirm?
Please clarify. Are you saying there is another IL investor credit that is not listed in the IL-1299C or elsewhere in the IL state interview in TurboTax?
There are dozens of credits that filers need to use IL-1299-C for that are not accessible. There is no section titled "Business and investment credits" on my screen, under "Illinois credits and taxes" or anywhere else. I have spent literally hours searching for it. It's not there. I would be thrilled to show you my screen so you can correct me if I'm missing something.
You must be using the Desktop version (from a disc or download). The list of credits is different for Illinois, but you can manually pull up 1299-C and complete page three.

I'm sorry to be difficult but I'm using the web-based version and your solution isn't applicable. Here is a screenshot of what I see
In your online version enter a fictitious business that you will delete later. Just enter some simple basic information and then only some minor income and no expenses. Once done go back into the IL interview to see if the business section is now visible. Make all your entries there for your credit. Then go back and delete the business from your federal interview.

Where do you enter the fictious business in the online version? Can you give step by step instructions to get a schedule 1299-C for IL?
@bms72 There is a section for self-employment in the Wages and expenses section. scroll down until you get to it and create a fake business that sells widgets. Once you have entered in the business (and you may have to upgrade if you enter expenses so don't do that) go to the state return and go through the deductions and credits section until you get the credit that you're looking for. Enter it manually and then go back to the federal return and delete the businesss.
