It is now February 2021 and there is no Schedule W, So does this mean I should mail my return and not e-file?
You should be able to e-file your Federal tax return while you wait for the needed form for your state to become available or you can mail your tax return. You can check on your state's availability here.
Does TurboTax plan to have DE Schedule W available soon? It is required by the state for employees with at DE work location that were required to work in another state due to COVID-19.
@rtuinstra5 The sch W normally applies to only a few people so it is not a part of the program. With the COVID, a large number of people, like yourself, will be affected. You will need to apportion your days out of DE due to COVID for correct tax.

I need Schedule W as well. There are many people who live in PA and work in DE, who were required to work from home. If there is no form electronically, how do we file the DE state tax?
As Amy points out, prior to this year, so few people needed Schedule W that it was not part of the set of forms that TurboTax supported. And, unfortunately, 2021 has been a year of Congress, the IRS, and the state constantly "moving the goalposts" on nearly a daily basis, so there haven't been the resources to add a previously unsupported form.
Curiously, the current Schedule W on the Delaware website is for tax year 2011. So what you will want to do is to download and print the current Schedule W worksheet (here).
Complete this form to apportion your income.
Then when you file your Delaware nonresident return (you are filing nonresident, right?), TurboTax will list in the Delaware interview the various types of income reported on your federal return (wages, capital gains, etc.) and ask you to enter the amount allocated to Delaware. Enter zero in all the boxes (for the various types of income), except for Wages. For Wages, enter the amount from line 7 of the Schedule W worksheet.
Then be sure to put your completed Schedule W in your personal tax file, in case the state ever asks you about this. There isn't a way to attach the printed Schedule W worksheet to your e-filed TurboTax return (of course, if you are printing and filing your Delaware return, you can add your printed Schedule W worksheet to your return before you mail it).
I hate to whiplash you, but it appears that TurboTax just added form 502LU to the CD/desktop software (and likely the Online software as well).
When you enter the Maryland interview, you will see a screen titled "Maryland Benefits from Unemployment Compensation" where you can override the calculation for the taxable amount of unemployment consumption (this should not be necessary, the $10,200 was automatically subtracted).
This will generate form 502LU and add it to your return.
Sorry for the confusion, but with all the daily changes, it is hard to even us to keep up. For example, they haven't added this form to the state forms availability list, but it is obviously there in the return.
