It depends upon the state.  Each state has a different form.

 

Can you please comment with the state and we can direct you accordingly?  Also, let us know if it was a full year resident, part-year resident, or non-resident return.

When you look at your 2019 Arizona (AZ) return, Line 62 is the total state tax liability that is being requested.

It depends on which tax credits we are talking about here.

 

The initial tax is line 8 on the IT-140. Line 9 has the credits from the Tax Credit Schedule. Line 21 is the total of withholding, estimated tax payments, and a few other credits.

 

What is the context of this question? Does it have to do with underpayment of estimated tax in 2020?

Where do I find my STATE tax liability for 2019 (after deducting any tax credits)?

I’m not sure, I’ve never seen this request before when I’ve completed my taxes. 
It asks if I’m single, then jumps down to ask me if last years return was filed and if it was for a full 12 months (YES), and was I a US citizen last year (YES) and then since I answered yes to both, it tells me I need to enter last years WV tax liability after credits. 
it just doesn’t tell me how to find that value.

Line 8 minus line9 is line 10. Look at line 10 for your tax after credits. This may reduce your penalty if you owe too much.

In answering your question, I’m assuming you are asking where to find your 2019 Delaware tax liability after deducting any tax credits.

 

You can find this amount on line 16 BALANCE of Delaware Form 200-01 if you are a resident or line 47 BALANCE of Form 200-02 if you are a non-resident.
