WHERe do I enter my estimated tax voucher for California

Please explain what you mean by "did vouchers."   Are you asking how/where to enter 2019 estimated tax payments you made toward your 2019 California state tax so you get credit for them?   

If so, that's entered in the tax payments topic on the Federal side of the return (I know that seems odd) then it flows to the state program.   We can tell you how to get to the topic to report 2019 estimated state tax payments you made, once you confirm that I understand your question correctly.

Yes I belive you are correct. But what item do I go into ti enter them ? 

In the fed return

You didn't mention what product you are using.  The navigation is a bit different in Online TurboTax than desktop software (CD/download).   So I've provided both.

In Online TurboTax:

• In the left menu column click Federal.
• Then at the top click Deductions & Credits.
• You may get a screen Your Tax Breaks.
• Scroll down and click button "See all tax breaks" to see all the categories.
• Scroll down to topic "Estimates and Other Taxes Paid" and click "Show More" to expand.
• Find subtopic Estimated Tax Payments and click Start/Revisit.
• On the "Estimated Tax Payments" screen you'll see options for "State estimated taxes."   Choose which of the state options you need based on the relevant year.

In desktop software:

• Federal  tab (Personal tab in Home and Business)
• Subtab Deductions & Credits.
• "I'll choose what i work on"
• Your 2019 Deductions & Credits summary page.
• Scroll down to topic Estimates and Other Taxes Paid.
• Find subtopic Estimates and click Start (or Update.)
• On the "Estimated Tax Payments" screen you'll see options for "State estimated taxes."   Choose which of the state options you need based on the relevant year.
