Are you asking why your state return does not show a state refund? Or are you asking why your state has not yet issued your refund?
Have you checked with your HR department to check how your W-4 is listed for the IRS and State? The W-4 is design for you to have the minimal amount withheld from your paycheck, so if you are claiming your dependents or as married on your w-4 you are likely to just break even or even have a tax balance owed. Many individuals who are single with no dependents may even have a balance due because the W-4 does is not designed to get you to a refund but instead is designed to pay the balance of tax owed. If you are consistently owing every year, your first step would be to update your W-4 to accommodated your taxes. For example, if you are single with no dependents and you are set to single with 0, you may want to update your W-4 to have extra withholdings if you want a refund. Or if you are married, switch the W-4 to Married filing separate. Small adjustments on the W-4 can help prevent tax debt on your state return.
