Many states don't mail these forms at all anymore. The state tax refund is still inputted in the 1099-G area, but no form is necessary. If you know the number, and your refund is taxable, you just select the state and put in the refund amount.
It would honestly surprise me if California did mail 1099-Gs in 2017.
