Wanted to post/share an update: I received an "ACTION NEEDED" (in all caps) text and email from Turbo Tax with instructions to check my federal deductions because intuit "detected a potential issue in my California return due to an error in our software."
I followed the instructions but nothing needed to be changed; I didn't have to add my county as some who posted to this string apparently did. I clicked "check my return", and saw a note on screen saying it had not been transmitted due to a potential error with the software! I resubmitted my return, and it's back in "pending" status.
I wish intuit/Turbo Tax had been more forthcoming with information instead of providing untrue information, blaming it on the state, and creating all this drama over misinformation. Thanks to those of you who joined the discussion and shared info, especially @mslatinlady!
So happy that you are posting that California has accepted your state returns ! Thank the Lord ! I'm going to give it at last until overnight and try it tomorrow. All this drama has worn me out. KEEP LETTING US ALL KNOW WHETHER CALIFORNIA HAS NOW ACCEPTED YOUR RETURN. Keep the posts coming......
Great news: I JUST rec'd the confirmation that the State of CA accepted my return. Yay!

Yesterday, I got the email to fix and then, resubmitted my CA State Return. Received confirmation that California accepted my return last night. Woo Hoo!
UPDATE:
Today (Feb 19) I opened up my Turbotax program (CD version) and updated the program.
It said my California return was rejected. I then followed the instructions. (TIP: I took screenprints of each screen along the way and saved the screen prints to a document so I could easily see what steps I took — there were at least 10 screens I had to go through).
First it took me to review my Federal return. (I found this odd because my Federal had already been Accepted and I actually already have received my Federal refund a few days ago). Nevertheless, I went through the Federal “Deductions” and “Credits” sections, but of course didn’t make any changes. I just clicked on “Continue”.
Once I went through all Federal screens, it took me to my California return. It had me check my California return for accuracy. Once it found NO ERRORS, it then took me through the various sections to identify myself with my California license and then to verify my bank routing information (all this information was already there, so I just reviewed it). The last screen came up to “submit” for e-filing. So, holding my breath (and of course saying a PRAYER), I clicked on “submit”
Lo and behold, it said “transmission successful” and said to wait 24-48 hours for California to “Accept”. I then received an email stating my transmission to California was successful. Still praying California actually accepts !! Will update once they do….

MESSAGE TO TURBOTAX: Because this has caused so many of us unnecessary stress, we collectively ask you to consider refunding us the $20 it cost us to file with the state of California (or other states that had to deal with this problematic issue). Doing so will reinstate faith in your product. THANK YOU AND GOD BLESS US ALL!!
Those of you still pending, TurboTax should have sent you an email or text message (in some cases both) to tell you your return has been Rejected (by Turbotax, NOT the state) with instructions on how to remedy this by going into your Turbotax program, updating the program, and following their instructions. I re-filed mine an hour ago, and about 45 minutes later California accepted it. THANKS TO GOD....

If you never receive your "rejection" from Turbotax, you might want to do what another user did, which is go to the California Franchise Tax board website directly and do your California return there and file it for free. You would just need to follow their instructions to create either a Basic Account or a MyFTB account. Keep in mind you must have already completed your Federal return before you can begin your State return on the Calif FTB website. I almost was going to do that, but since I was able to re-file my return through TurboTax, I didn't need to go through the State's website. But yes, lots of us agree that Turbotax should refund the $20 they charged us for e-filing to the state. It's the least they can do to redeem themselves for what we had to go through. I files my tax return yesterday (2/22/2022) and got a confirmation for the Federal Tax that the return was accepted.. I have not received any message for the California return. This has never happened before. Do you know if Turbo Tax has problems?

I am having this issue, I file my taxes yesterday (2-22-2022) and the Federal Return was accepted. I have not received a message for the state taxes. This is unusual. Is TurboTax system down?
It is not unusual for a state return to take an additional 24-48 hours after a federal return is accepted to return its own "accepted" status. On occasion, it can take a little longer.
The state return isn't transmitted at the same time as the federal, it is transmitted after the federal acceptance is confirmed.
I filed both my federal and california taxes together around 11am PST on 12/22/2022 and the federal was accepted within an hour of filing. I just received the california acceptance at 6pm on 2/23/2022. So it was within 48 hours of federal acceptance.
I submitted my Federal and California returns yesterday too. My federal was accepted about an hour after submitting, then my California was accepted about an hour and a half after that. I did notice that I got emails saying they were accepted prior to my getting text messages that they were accepted. I pray yours will be accepted soon. 🙏
