Unable to load State Taxes

I am running TurboTax 2021 Desktop Premier.  I am unable to load my two state taxes (ND and MN).  I have purchased the second state and both appear in TurboTax, but when I attempt to "Start" the state tax, it prompts me to download them, but will never allow me into either state to begin working on them.  I have uninstalled TurboTax, downloaded the TTCleanStates.exe and also attempted to run my Windows machine in Selective Startup mode per the instructions that I found on this website.  Need assistance to get the two states loaded.

The states are not ready to download yet.   Keep checking back.  Maybe not until January.
