I found a workaround. Keep pressing buttons, trying different routes through TurboTax. As I recall, I just said to file again. After a bit, TT told me that Fed was already filed and accepted (true), then went ahead and filed State after I paid them for the privilege. Just pretend you haven't filed Fed, start fresh. If that doesn't work, try something different. Something worked for me: Fed one day, State a week later.
I am having the same problem with TurboTax Deluxe desktop version for tax year 2022. it seems that the software bug is back. Support told me to print it out and file by mail.
@stv23 This is a state requirement. State taxes can not be submitted till after Federal is accepted if you don't file them simultaneously. Has your federal return be accepted? Are there any errors in your return that need to be fixed that would show up in the review process? Some times it is time of day you try to file that the state is not working. First check your return for errors, you can not efile a return that has any errors. You also can not efile a return that has any overrides to calculated data. Go back through the review process and also check to see if your federal return was accepted.
My Federal taxes were submitted and and accepted and acknowledged in the TT program and by email before I attempted to file my state tax form. There are no errors in the tax returns. I have rebooted the computer and tried on multiple days to efile the state return.
@stv23 what state and is there any adjustments, special reporting, something not routine you claim on your taxes?
State was for Arkansas. I sucessfully e-filed the same return for Fed and State last year's 2021income tax. I am using the same computer although the operating software is now Mac OS 13.2.1 . I bought TT Deluxe 2023 at Costco and did notice a $10 credit available in the software that could be applied. I never was able to get to a screen to apply it since the program stopped me at e-filing.
I've been able to get to the Intuit payment form, but this won't allow me to proceed. I can sometimes see a "Next" button below the screen, but tabbing to it sends me to an Intuit account information page. I still can't pay my $25 there. Guess I'll just print the forms and save myself the money! Given the number of folks having problems with this, Intuit must be losing a bunch of money. Their programmers need to be smacked over the head! Very poor quality software.
And I have seen posts about this very same problem posted 2 tax seasons ago!
It's unconscionable that these bugs are not resolved.
I hope you got a refund as part of what you are paying for with the package is efiling. If you have to take the added steps to send manually, you should be refunded.
TT representative sent me a service code discount to be applied in the return after I asked for compensation. I am not sure what good it would do since the program wouldn't proceed with the State e-file. I'll attempt to use it next year.

Can you clarify which state return are you trying to file?
CA and GA. TT is still suffering from this issue after many years. This is very bad.
