Turbo Tax fee for state filing

Purchased turbo tax desk top version with federal and 1 state filing. When starting State return, Turbo asked if I wanted to use the free state, I clicked yes. Why am I then required to pay an additional amount to file for that state? Is the "free state" just for preparing the return but not filing it? The product purchased is Federal plus one free state desktop.

You get one free state program download using the TurboTax desktop editions of Deluxe or higher.  When using the desktop editions there is a $25 e-file fee for each state tax return e-filed.  This fee can be avoided by printing and mailing the state tax return.

The information for the filing fee for the state return is not disclosed until you are ready to e-file. If you are finishing the return on the last date to file, you are forced to pay the fee.  False advertising and a rip-off. Will report this to appropriate groups
