TT charged state tax fee ($25) but then error prevented from MN state efile

TT charged state tax fee ($25) but then error prevented from MN state efile.  Got the error after paying the $25 via credit card.   TT says I must file via paper due to needing Minnesota M15-Underpayment of Estimated Tax form.  Using the desktop software version.  How do I reverse the $25 state filing fee since TT did not perform the MN state efile?      TT System should have stopped me before charging the efile fee.    TT stopped me after charging me but before actually doing the efile.

I think you should dispute the TT charge by calling the credit card company, because TT didn't perform the service they promised to provide.
